You have overagitated your film during development. Agitation at too fast (or too "rough" ) makes the developer go through the slots in the film too fast, causing overdevelopment in those areas...... Slowing down will fix the problem. Explain to us what developer you use and its time, and your sgitation proceedure, and let the fun begin!
