correct! Ansel Adams points out that using a red filter in the desert may
give you overexposure if you abide by the standard filter factor, since the
desert is weighted towards red hues.

the semi-un-intuitive corollary of this is that you should use a filter of
the same hue as the subject whose contrast you are trying to increase. EG
use a red filter for a red rock, a green filter for foliage etc.
