That's because the rice is full of beetle eggs that hatch after you get the 
rice. Putting the rice in a freezer will prevent them from hatching. Or in 
a small plastic garbage can (new and clean) and then put in some dry ice. 
The cold and lack of oxygen will keep them from hatching.

But I'm sure you already know this...
