He didn't say anything about being a working pro; he simply asserted that UK
Leica has no loan stock for pros.  Is this true?

Without a way to recover quickly from equipment failure, they would not be a
choice at all for many types of photography.  While this isn't an issue for
street photography or nature photography, it certainly rules out most forms of
newsgathering, weddings, most types of studio work, and the like (anything with
a deadline, to be specific).

How many does a "true pro" have to have?  What if he has n bodies for n lenses?
If he loses one body, he cannot complete his assignment by deadline.  Obviously,
that isn't going to work, and in a situation like that, Leica is ruled out.

It's also prudent to buy equipment that can be quickly and reliably repaired if
it breaks.  That requires a fast, reliable, accessible service organization.
Unfortunately, Leica doesn't seem to have that.
