Yes it could. They are not for use in the X-ray spectrum, but to
image fluorescence on a screen onto film. This fluorescence is
usually fairly dim and you want to expose any person in the area to
as little radiation as possible, thus the high speed. It's also
monochromatic, usually in the green area of the spectrum and thus
needs to be corrected for only that wavelength group.
On the other hand, are hardly useful lenses for general photography.
