Choose the Rectangle Tool. It's hiding behind the Line Tool.

Draw a rectangle.

Go to "Layer Style->Stroke"
It will give you a menu that lets you set the color, width, opacity, and so forth of the line generated from the rectangle.

Close the Stroke menu and do a Rasterize Layer.

You're done.
