Not, really.  BO-keh with an emphasis on the first syllabal means an idiot,
but bo-KEH with an emphasis on the second syllabal is used for the term that
we are familar.  However, there are regional differences, and your friend
may be from western Japan, which tends to place the emphasis in difference
places.
