I think you have hit on the problem!

I have always used XTOL non diluted and have found that for rolls larger 
than 24 the developer exhausts easily unless I use at least 350ml.  The 
result ranged from useless negs to negs with blasted highlights but no 
shadow detail at all.  (A strange effect that gives high contrast highlights 
and flat as a pancake shadows)


Since the original poster was cutting XTOL and still using 300ml I would bet 
he didn't have enough active developer.


Xtol per Kodaks rec tends to produce thinner negs than D-76, but when you 
throw in this added rinkle they could end up garbage.
