If you are setting up from scratch, I would strongly urge you to take a look at scanning and digital printing, especially for 35mm. You can get a 4000DPI scanner for under $1000, and a hell of a printing setup for around $1000. The results are equally as good, and for B&W, possibly even better. There is, of course, a learning curve.
