Its something like 3.3x. According to my references, the DV standard is 5:1 compression. The camera converts RGB to YUV 4:2:2 and then converts it to YUV 4:2:0 for PAL and 4:1:1 for NTSC, and then it's compressed with DCT (discrete cosine transformation) which reduces the data by 'about' 4/5ths. The video, plus the uncompressed audio, give, as you say, a 25M bit/sec data rate.
