It's a complicated relationship between people like Salgado and the charities. A lot of Salgado's work is done for the charities and for the UN agencies such as UNICEF - ie they commission (and pay) him to do it. They do this because he is a professional and, I assume, very cost-effective for them. This is all clearly detailed in his books in the acknowledgements sections. Why is it that people only ask stupid questions like this about the photographers? Why don't the text journalists, the TV crews and the radio journalists come in for the same kind of completely undeserved criticism and rude enquiries into their private affairs?
