At 11 or 16, you are limited by diffraction.  Pretty much all modern
lenses perform the same at these aperture settings.  Try shooting at 2.8
or 4.

I don't think Summicron would be any worse than other lenses at these
apertures.

The problem is not the lens, but the aperture setting you're using.
