If you look at the pictures in Natchwey's 'Inferno' (I got my copy
today) you will see many people whose hands do not have a reflectance
of 18%, save perhaps on the palm. 

Some people have skin that is significantly darker than 18%
reflectance, but palms with a reflectance in the 25% range.
