That's how scanning backs (and flatbed scanners, and film scanners) work today.
The problem is that exposure times are extreme long (seconds), and this makes
them unsuitable for just about all applications except stationary subjects in
studios.  Scanning backs tend to be bulky as well--far larger than the usual
35mm photographer would be likely to tolerate.

The output from scanning backs easily beats film for the specific applications
for which they are used, however.
