Are you talking about the pneumatic-tube mail system that was operating in Paris
for many years?  I don't know if it is still in operation; I seem to vaguely
recall that it was retired some time ago, but I'm not sure.

As for telephone service, just about everything in France is fiber today.
However, we are still being charged as if the wiring were made of gold.
