I have not been to Paris but some three years ago I was in Rhome and got 
challenged several times about using a tripod.  Geting a guide to translate 
for me with the Police I was told that using a tripod was a sign of a 
professional photographer and to be a professional photographer in Italy you 
need a permit.  I kept on using it but I was very careful when I pulled it 
out.
