Indeed it does - as mentioned by others it is called the 'perspective' function and it becomes available when you want to apply a transform to a selection. This is okay if you only want to quickly correct by eye, but if you want to get precise about the exact amount of correction (rotation, tilt, yaw), then you can even get a free 3rd party plugin which allows you to dial in exact degree values for the angle corrections. The interface is a bit byzantine (it is written by a German Physics Professor after all!), but once you wrap your brain around it, it works remarkably well.
