Almost.  You can set intermediate shutter speeds between 1s and 1/8s,
between 1/15s and 1/30s and between 1/60s and 1/1000s.  The reasons
for the gaps are the gear train change (between 1/8 & 1/15) and flash
sync (1/30 & 1/60). You can get an intermediate speed between 1/30 and
1/60 by setting the shutter speed dial to flash sync (1/50s).

I don't know what will happen if you try and set intermediate speeds
between 1/8s and 1/15s: Maybe the results vary, maybe the mechanism will
be harmed.  I've never tried.  Exposure lattitude in HP-5+ (which is
almost the only film I use) pretty much takes care of intermediate
speeds in any case.
