I'm a D.C. native, work on Capitol Hill, and hear the news reports daily. I've heard plenty of reports of muggings on the Hill, even in broad daylight; so even "just barely" in Southeast isn't necessarily safe (though it's far safer than Anacostia, the Benning Rd./Minnesota Ave. corridor, et al.).
