Could it be that there is a small hole in the shutter blind.   This would
cause fogging only if the frame of the film affected was left "in position"
with the lens cap off for long enough to fog the film.   I understand that
this can occur if the camera is left in the sun (e.g. in the car window) for
long enough for the focussed rays of the sun to burn through the shutter
blind.   If the film is being used in the normal way then the piece of film
to be exposed would not be behind the perforated shutter blind long enough
to fog, but if the camera is rested with its lens cap off then there would
be enough light to fog that individual frame.

Just a thought!
