When it comes to film, "best" is very subjective, depending on the intended
use.  Certainly, under conditions where high shutter speeds are required,
or in very dim lighting, slow film would not be "best" at all.  You have to
pick which film is best suited to the kinds of images you want, and the
conditions under which you are working.
