Subject: [Leica] who is this photographer?

Just wondered if the person standing for ages by a traffic island at Hyde
Park Corner & Constitution Hill (which is flat - typical!) photographing
with Leica looking stuff on Saturday morning 19th Sept was a Luggite?

Sorry for the strange question - just had a curious feeling about it
