Enough chemistry to cover the entire reel is sufficient. However, it is usually recommended that you put in as many reels as the tank will hold to keep a single reel from sliding from one end of the tank to the other. This isn't a problem with a one-reel tank but obviously would occur with a single reel in a two reel tank. On a related note, one thing I have found annoying about some plastic tank/reel setups is that a two-reel tank (for instance) will hold 17 or 18 ounces of chemistry. If you mix chemistry in small batches as I do this means that you can wind up with four or five ounces of developer left; not enough to develop a single roll. And since I prefer to mix a fresh batch of developer rather than combining batches, this small excess is discarded.
