I very much disagree.  While it is true that some photographs are wonderful
when they have great depth of field, limited depth of field can be a wonderful
tool.  I would use your example of flower photographs as an example where the
out of focus areas can contribute to the beauty and interest of the image.
There are many more types of photographs where a limited depth of field is
effective - portraits, sports photos, wildlife, etc.  The limited depth of
field can help to focus attention on the subject.
