No filter is going to remedy this situation. Photographing in the morning
and late afternoon is the answer. Start photographing 30min before sunrise,
sleep from 10am to 3pm, then photograph until 30min past sunset.

There is a help, if you don't mind using a pro lab. Overexpose the film at
least one stop (use asa 50). Then have the lab "pull" it one stop, maybe
1-1/2 stops. This will expose into the hash shadows but not block the
highlights in processing. It does work. Running a test beforehand would be
the best way to see if you like the results. I have done this many times
over the years and it works for me.
