The key is - as you stated - lack of civility, not freedom of speech. Any freedom carries the responsibility to act respectfully towards others, not to cast aspersions or to attack verbally and above all to not spread rumors and lies. To disagree with Bill Clinton for whatever issue is freedom. To vilify him or the office of the presidency, is a display of uncivilized behavior.
