The glass is scratched, nothing can change that. The flare you are experiencing CAN be rduced by blackening the scratch. Beg or borrow a low power microscope (dissecting type) and stand the lens under the scope. Light the element from the side so you can see the relief of the scratch. Using a super fine (000) modelers brush and some high gloss enamel model paint (Testors) fill in the scratch by dotting the paint into it. Don't use laquer, as the solvents will cause a foggy aura around the area to which the laquer is applied. I have a beautiful 20mm Nikkor with this problem (the guy used laquer and made it worse, then he had to sell it to me cheap). Let it dry and keep it capped, strapped and covered from now on!
