Hi Stephen, 

I think you must have a duff lens and should have it checked/overhaules by
Leica.

I have a secondhand 21 2.8M, which I love to use with Kodak Technical Pan for
cityscapes and kept pin sharp pictires with no discernable vignetting.
It really is my favourite lens, but then so are my 35 2.0M and my 90 2.8M for
the same reason :-)
