One other factor not cranked into the CPI: the German mark at that time was kept artificially low, a factor which increasingly skewed the European economic scene until they were forced to up the exchange rate to market value in the early 1970's under the 'Grand Coalition'. The 'Four-to-One Mark', while a truly sweet thing for GI's stationed in Germany until 1973 or so -- beer could be had for 25 cents or less, a true crowd-pleaser to those Enemies of Darkness and Warriors for Freedom, enabled Leica and VW and many other German companies to sell their products over here at artificially low prices.
