The vertical offset on M models (except M6) is relatively easy to
adjust. There is a screw between the rangefinder window and the
frame line window. If you remove the screw, you can insert a small
screw driver to reach another screw which is the adjustment screw.
However, I would recommand against doing it yourself unless you know
exactly how the rangefinder works on the M camera. The focus adjustment
is a bit more involved. Sometimes, it may not be the camera but the lens
that is off. Leica is currently offering "tune-up" sevices on all M and
R cameras and lenses for special "on sale" price. This may be a good
thing to do for your camera if you use it regularly.
