[Leica] LUG website annual housekeeping

Every year on January 1 I need to make some adjustments to the LUG 
archiving software to let it know that a new year has started. For quite 
a while now, Peter Klein has reminded me to do it after noticing that it 
hasn't been done. This year I actually remembered before he reminded me.

It's intricate processing that I only have to do once a year, so my 
memory of how to do it gets fuzzy. And each year my brain is a year 
older, so the fuzz fuzzier. I think I got it right this year, but I 
won't know for sure until the next time the update robot tries to do 
something. LUG email traffic has fallen dramatically (about 30% of what 
it was a year ago) so the wait might be longer.
