Quite possibly genetic. He is a member of a family that is described as 
one of Belgium's "noble families". The Agie de Selsaeten Family is 
listed near the end of Belgium's noble-families list under the heading 
"Ecuyer (jonkheer/jonkvrouw)". I must confess that after seeing his 
behavior here I am reminded of Monty Python's skit about a contest to 
find the best derogatory term for Belgians. Yes, I know that is rude and 
tasteless. So I won't give you a link to it.
